Dear Friends and loved ones,

Grace to you and peace from God our Father, and the Lord Jesus Christ. Peace, multiplied to you. Peace with God, peace with one another, and peace as the world system agonizes in its death throes.

TAIWAN
Tuesday, September 21, Jim and Patty Huber and I arrived at Chiang Kai Shek airport in Taipei. After clearing customs and retrieving our baggage we were standing under a large concrete overhang just outside the terminal waiting for my son to pick us up. About five minutes later the power went off, then a rolling earthquake jolted us while the girders overhead undulated like ocean waves. Glory to God! Welcome to Taiwan.

The next ten days were filled with life-challenging experiences: 6.8
aftershocks; staying in my son's seventh floor apartment in a fourteen story
unit just twelve miles from the epicenter; spending a night out of doors with
millions of other Taiwanese (I slept on a trampoline with eight others. Note:
trampolines are for jumping); being taught about disaster preparedness - no
power, no water; but especially being sensitized to the crippling,
paralyzing, torment of fear. One of my few opportunities to witness
highlights this fear which is still keeping many Taiwanese on the streets, in
their cars, or in tents if they can find a place to pitch it.
We were looking at a pair of 16 story apartments joined by an arch just a
block from Nico's sisters. The arch was broken, but still attached and one of
the towers was about three feet lower than the other. The street had a grass
median for several blocks with electric high power lines. The entire middle
island was filled with tents and make shift dwellings for the dispossessed
residents. The fear was palpable.

A Taiwanese man named Philip approached us obvious outsiders and asked, "Why are you here?" I said we were visiting my son and he responded, "You should leave. Go! Get out if you can." The conversation continued and his response to my question about his relationship with Jesus was, "There is no God. I do not believe in God. If there were a God, He would not allow such an evil thing to happen to us. I do not believe in God."

I explained to him the love of God, how He was broken hearted over our sin
and rebellion and sent His own Son Jesus to bring us forgiveness, life, and
restoration to the family of God. And how God constantly invites us to return
to Him, but we turn away and go our own ways worshipping and putting our
trust in money or ancestors or ghosts or other idols. Finally, when He gets
near desperation at our ignoring His love and our headlong rush to eternal
pain and separation, He shakes us up by shaking the earth or doing some other powerful attention-getter. All of this because He loves us and wants us to
return to Him. I asked if I could pray for him and Philip agreed. I placed my hand on his heart and asked Jesus to come and live in him and forgive his sins. And to give Philip His peace. Philip thanked me.

Jesus said of these days, "Men will faint from terror, apprehensive of what
is coming on the world, for the heavenly bodies will be shaken." The shakings
we are experiencing are terrifying, but there will be more and also some
shaking in the heavenly bodies. People are scared in Taiwan, and people are
beginning to be crippled from fear even here.

This is a wonderful time of service for those in whom the Spirit has grown
the fruit of peace. Others will notice, and you can minister the peace of
Jesus anywhere at anytime. Just remember that Peter said to, "do this with
gentleness and respect." 1 Peter 3:15.

As you prepare for natural disasters or possible Y2k difficulties, remember
that one of your greatest needs is peace. Peace with God and peaceful
acceptance of God's determination for your life and ministry. It is no longer
your life, it is God's. Therefore, live it for Him, in Him, and through Him.
Another absolute need is oil for your lamp -- the Holy Spirit in abundance so
that the light of your life shines brightly at His coming. Prepare as He
leads and remember, "do not be surprised at the painful trial you are
suffering as though something strange were happening to you." 1 Peter 4:12

CRUSHED GRAPES DAY
On Rosh Hoshanah, September 11, we celebrated together a wonderful time of worship, encouragement, and Holy Spirit ministry. Five people were ordained, and as one of the participants said, "We had an open heaven all day long."

That sums it up. Heaven was open and the Spirit of God moved among us as He willed, and we also moved about freely in the heavenlies. If the Lord tarries
we may possibly do this again, but there is too much happening in the
immediate future to think about it. If you need encouragement or the laying
on of hands or the anointing with oil, please get in touch so we can pray
together and seek the Lord's will.

AUGUST WANDERINGS
August 15 began a life-changing trip to Omaha, Iowa, Mankato, Omaha, Boulder, Littleton, Colorado Springs, and Scottsdale. It was a mixture of ministry, reunions, vacation, and a scouting expedition to Boulder.

BOULDER
For several years I have had a drawing to Boulder, but no opportunity to go
there or investigate this attraction from God. This time Bob Garrett and I
walked the streets, prayed over the high places, investigated the detailed
spiritual history of Boulder through the resources of the World Prayer Center
in Colorado Springs, spent a day with the leader of a group of intercessors
for the city, and in general immersed ourselves in the city.

Boulder is referred to as the Athens of America. It is a very upscale, new
age Mecca. A strong Pagan Alliance flourished from 1991 to May of 1999 and is indicative of the spiritual atmosphere. The Sentinel Group stated in a Prayer
Walkers Guide about Boulder, "The city may have the nation's highest per
capita involvement in New Age groups and occult activities. Wicca, Gaia,
Satanism, shamanism, Buddhism - all the 'usual suspects' are found in
Boulder. So sated, in fact, is Boulder by the new religious wave that it
seems to have reached the point of diminishing returns; the new trend is 'New
Age Burnout Support Groups.' The irony is that such groups would appear to be treating a problem with the same narcissistic medicine that caused it, but
under a new label."

The Church of Boulder, on the other hand, is as divided, broken, fractured,
and impotent as any place in the country. I feel like a bull, and everything
about Boulder is a red flag waved in my face.

FUTURE PLANS
God-willing, I will be shuttling back and forth between Boulder and Vista,
spending a few weeks in each place. The work at Green Oak Ranch continues to be exciting and very rewarding. Fifty three residents have met the Lord in
the waters of Baptism this year as well as the large numbers of those
rededicating their lives to Jesus. When I am at the Ranch, there is a
constant stream of men and women seeking a deeper walk with God and freedom from the past. My greatest joy is in helping to harness these wonderful people in the yoke with Jesus for service in His Kingdom. I hope to take some of these disciples with me for ministry and training in Boulder.

If any of you would like to help in this ministry or go to Boulder, please
let me know. We need prayer support, financial backing, and an RV or other
form of housing and transportation. (An RV would be the easiest and simplest
way to get started, but God is not always into the easiest or simplest.)

Plans are to be in Boulder for the first shuttle mission by October 21.
God bless you and use you mightily. It has never been easier to witness and
share than it is today. The blood of the Colombine Martyrs and the Wedgewood Martyrs is igniting the love and fervor of the church, especially among the youth. Jesus is setting up divine appointments daily. Join with the growing number of saints who are radical and refuse to ever again be silent or
complacent or willing to let friends and loved ones go to hell without hearing the Gospel.

Radix is Latin for root, and it's a good word. It is not good to not be
radical. Our relationship with Jesus is radical, and as John said, "The ax is
laid to the root of the tree."

Life on earth as we have known it is ending and unraveling before our eyes.
We are also witnesses to the fulfillment of thousands of years of prophesy.
We are the favored generation. We will see the Lord's return unless we have
the favor and  privilege of joining with the martyrs. Be strong and
courageous. Let the peace of Christ reign in your hearts. Look up and lift up
your heads, your redemption is drawing near.

Hallelujah! Maranatha!

Love, Frank
